Summary:
The Heavy Highway Construction Project Manager is responsible for planning, executing, and delivering heavy highway projects throughout Maryland, with a primary focus on asphalt paving operations. This role oversees projects from pre-construction through closeout, ensuring work is completed safely, on schedule, within budget, and in compliance with contract requirements. Experience with earthwork and structures is a plus and will be utilized as projects require.
The Project Manager works closely with field leadership, estimating, scheduling, owners, inspectors, and subcontractors to drive successful project outcomes and profitability.
Key Responsibilities:
Project Management & Execution
- Manage multiple heavy highway projects from award through completion
- Oversee asphalt paving projects including DOT, municipal, and commercial work
- Coordinate project schedules, manpower, equipment, and materials
- Ensure projects meet contract specifications, quality standards, and customer expectations
Financial Management
- Responsible for project budgets, cost tracking, forecasting, and profitability
- Review job cost reports and take corrective action as needed
- Manage change orders, claims, and contract compliance
- Approve invoices, subcontractor pay applications, and project-related expenses
Scheduling & Planning
- Develop and maintain detailed project schedules
- Coordinate with paving operations, asphalt plants, trucking, and subcontractors
- Anticipate production challenges and proactively adjust plans
Field & Team Coordination
- Work closely with Superintendents, Foremen, and Paving Managers to support field operations
- Provide clear direction and support to ensure efficient project execution
- Participate in hiring, mentoring, and developing project staff
Quality & Safety
- Ensure compliance with company safety policies, OSHA regulations, and MDOT requirements
- Promote a strong safety culture on all jobsites
- Ensure quality control procedures are followed and documentation is complete
Client & Stakeholder Relations
- Serve as the primary point of contact for owners, engineers, inspectors, and agencies
- Lead project meetings and maintain clear communication with all stakeholders
- Build and maintain strong client relationships to support repeat work
Documentation & Compliance
- Manage project documentation including submittals, RFIs, daily reports, and closeout packages
- Ensure compliance with MDOT and local agency requirements
- Support audits and project reviews as required
Qualifications:
- 5+ years of experience managing heavy highway or civil construction projects
- Strong background in asphalt paving projects
- Experience working on DOT or public sector projects in Maryland preferred
- Working knowledge of construction means, methods, and materials
- Financial acumen with experience managing budgets and job costs
- Strong organizational, communication, and leadership skills
- Proficiency with project management software (e.g., HCSS, Primavera, MS Project, Procore, or similar)
- Valid driver’s license
Preferred Experience:
- Earthwork and grading operations
- Structures experience including bridges, retaining walls, or drainage structures
- Familiarity with MDOT specifications and standards
- Experience coordinating with asphalt plants and large-scale paving operations
