Overview:
The Vice President of Civil Operations is responsible for leading the Civil division with full ownership of financial performance, operational execution, and strategic growth. This role drives profitability, ensures disciplined project delivery, and builds a high-performing team aligned with company standards and long-term succession planning.
Responsibilities:
- Own full division P&L — Gross Profit, Net Profit, overhead, labor efficiency, and cash flow.
- Drive implementation and daily execution of the Operations Playbook across all Civil teams.
- Lead business development — DOTs, municipalities, counties, and prime contractors.
- Own high-value client relationships with public works directors, city engineers, and agency decision-makers.
- Manage backlog quality — track Backlog Gross Margin % as a forward indicator of division health.
- Enforce bid/no-bid discipline; oversee estimating to protect target margins before a project is ever awarded.
- Ensure DOT/FHWA compliance all applicable regulatory requirements.
- Recruit, develop, and retain top Civil talent; build a bench capable of executing the growth plan.
- Proactively manage project risk — schedule, change orders, and contractual exposure — to protect margin.
- Champion safety culture — zero-incident performance is the standard, not the goal.
Requirements:
- Participates in company-level strategic planning and leadership forums.
- Actively develops the next layer of Civil leadership — builds a bench strong enough that their own promotion leaves no gap.
- Demonstrates company’s values.
- Engages at the executive level as a strategic thought partner to the COO.
