Overview:
Lead day to day operations of Estimating Department and perform Chief Estimator responsibilities. Lead Business Development function to generate new business opportunities for company. Responsible for oversight and accuracy of bidding of public and private jobs. Collaborate with Project Management and Operations to ensure negotiated estimate, scope of work, terms/conditions/exclusions and clarifications to contract are upheld.
Duties & Responsibilities:
Business Development
- With VP, Estimating & Project Management, Identify & Develop Relationships with Strategic Targets to Generate New Business Opportunities
- Identify & Evaluate New Markets & Partnership Opportunities Through Direct Prospecting, Networking, Attendance at Industry & Professional Events
- Stay Abreast of Market Conditions, Competition, Government Initiatives
- Cultivate Relationships with Existing Clients
- Provide Ongoing Progress Updates on New Business Development Activities & Key Indicators to Management
Estimating and Team Leadership
- Manage & Bid Own Portfolio of Projects
- Manage Bid Leads & Review Process
- Review Plans & Specifications to Ensure They are Biddable & Feasible to Build
- Manage Bid Schedule & Delegate Assignments to Estimating Team Members
- Attend Pre-Planning Meetings as Necessary
- Lead Estimating Department in the Development of Cost Estimates
- Use Conceptual & Unit Cost Techniques Based on Pre-Planning Sessions with Field Personnel, Engineers, Owners, Sub-Contractors & Suppliers
- Review Contract Proposals & Final Contracts
- Reviews Final Pricing with VP, Estimating & Project Management & President
- Ensure Accurate Data is Maintained in HCSS Software Database
- Oversee Submission of the Contract Proposal. Assist Estimators in Client Discussions to Answer Questions & Gain Feedback Regarding Scope & Pricing Relative to Client’s Budget or Competing Proposals; Secure a Commitment from the Client to Perform the Proposed Work
Oversee Cost Accounting Function within Estimating Department; Assist in Setup of Bids for Cost Accounting System or Process - Monitor Monthly Invoices, Extra Work & WIP for Accuracy & Make Recommendations as Needed
- Review Monthly & Annual Cost Reports for Accuracy
- Responsible for Coaching & Development of Estimating Team Members
- Provide ongoing feedback and Conduct Performance Appraisals
- Complete department Succession Plan to Identify Development Opportunities & Staffing Needs
- Lead Team Hiring Processes
- Complete Employee Status Change Forms (Pay Rate Changes, Address/Name Change, Termination, Promotion), Attendance Reports, Warning Notices, First Report of Injury, Accident Reports
Contract Administration/Project Handoff
- Finalize Contract to Arrive at Mutually Acceptable Terms & Conditions by which the Work will be Performed & Paid
- Ensure Smooth Handoff to Project Management & Operations
- Maintain Connection with Project During Construction to Ensure That the Work Is Performed in Accordance with the Contract Terms & Conditions
- Responsible for Maintaining Accurate Records of Subsequent Changes to the Work Including Extra Work & Change Orders
- When Needed Assist Project Management in Collections, Processing Payment of Subcontractors & Suppliers
- Coordinate with Accounting Department with Respect to Accurate Cost Accounting & Forecasting
- Assist Operations by Reviewing Costs with Appropriate Field Personnel
- Review Project Schedules & Make Recommendations for Changes if Necessary
- Review Subcontractor & Supplier Schedules; Attend Job Site Meetings & Make Site Visits as Needed
- Review Monthly Quantity Reporting; Provide Support to Customer Base; as Applicable
- Provide Guidance & Direction to Help Ensure the Efficient, Safe & Smooth Completion of the Project While Seeking Ways to Maximize Profits & Owner Satisfaction
- Using Project Closeout Data, Audit Estimating Processes & Cost Factors & Update as Needed to Ensure Accuracy of Estimates
- Other duties as assigned
Education & Experience
- BS Degree in Civil Engineering, Construction Management/Technology or Related Field
- 10 Years of Public & Private Estimating Experience in the Heavy Civil/Road Construction Field
- 5 Years Supervisory Experience Including Manpower Planning, Training & Developing Staff
- Appraising Performance
- Implementing Corrective Actions, Hiring & Pay Recommendations
- Advanced Knowledge of Construction Principles, Techniques, Procedures/Construction Accounting Principles/Federal, State & Local Laws Governing Design & Construction
- Mid Atlantic, Multi State Estimating Experience Preferred
- Proven Track Record of Establishing Profitable Relationships with Decision Makers at Companies & Organizations
